3、rossU.S.metropolitanareasinthetimeperiod1977-1984.Theresultsindicatethatvariationintaxesandsubsidiesarenotrelatedsignificantlytothelocationofeitherhigh-technologymanufacturingormostservices.Ourresultssuggest,however,thatenterprisezonesanduniversityresearchparks,wh
4、ichmaybeproxiesforfocusedeconomicdevelopmentpro-grams,areassociatedwithincreasedjobgrowth.Neverthelessthestrongestdeter-minantsofgrowtharelocalizationandurbanizationexternalities,alongwithlaborcostsandskillfactors.Wehypothesizethatlocalizationeconomiesoperatethrou
