2、中国的集成电路产业集群面临着来自从全球及地方的双重挑战。因此，如何在全球价值链的环境下提升大连市集成电路产业的竞争能力显得尤为重要。基于以上背景，本论文首先结合国际发展形势分析了我国集成电路产业的发展现状与趋势，并从全球价值链的角度指出了大连市集成电路产业所面临的一些问题。其次，以全球价值链理论和集群理论为基础，探讨了集成电路产业集群发展策略。接着，通过对美国硅谷和上海集成电路产业集群的案例研究，总结出在全球价值链环境下集成电路产业集群发展的一般策略。最后，根据大连市产业结构调整的现实需要和大连市经济增长方式
