3、ReformsofChina’sForeignTradeSystem Since1979,foreigntradesystemhasundergoneremarkablechanges.In1988,foreigntradecompaniesbegantoapplythecontractmanagementresponsibilitysystem.In1991,exportsubsidiesforforeigntradewereabolishedandasystemofbeingresponsiblefortheirowngainsandlossesadopted.In1994,
4、withthereformoftheforeignexchangeandforeigntradesystem,withmergingtheofficialrateandthemarketrateofRMBatitscore,asingle,managedRMBfloatingratesystembasedonsupplyanddemandofthemarketwasestablished.Startingfrom1996,thecurrency,RMB,becameconvertibleforthecurrentaccount. Significantprogresshasals
5、obeenmadeinthereformoftheimportandexporttradesystem: Startingfrom1994,mandatoryplansonthetotalimportandexportvolume,exportearningofforeignexchangeandimportspendingofforeignexchangewererelinquishedandasystemofguidingplanswasintroduced.Aunifiedtaxreimbursementsystemunderthecentralfinanceisgradu
6、allyestablished.Inaccordancewiththeprinciplesofefficiency,fairnessandopenness,favorableconditionsareactivelycreatedforpublicbidding,auctionorstandardizedallocationforthequotasonimportandexportcommodities. Moreandmorestepshavebeentakeningraduallyderegulatingforeigntradebusinesstomoreeligibleen
