1、提高乡镇公共管理水平的思考摘要随着社会主义市场经济建设的不断深入及依法治国方略的确立,农村工业化和城市化进程的发展,我国社会进入加速转型期,我国农村基层政权将面临着一场历史性的转型之痛。乡镇公共管理水平改革在我国改革幵放和现代化建设中均处于重要的战略地位,它是全面深化改革开放的关键因素和重要环节。作为中国基层政权的乡镇政府,在新农村建设以及乡镇经济发展过程中都应发挥其积极作用。然而,从目前来看,我国现行的乡镇公共管理水平中仍存在着一些问题。由于受到当时实施的政治制度、财税水平、乡镇分制、产权制度等历史性的影响
2、,以及农村经济和社会结构的变化,导致现阶段我国乡镇政府内部存在财政收支不平衡、公共管理效率低下、机构设置重叠、工作人员素质低下等一系列问题。本人在乡镇担任一领导职务，对乡镇的公共管理有一定的经验，通过自己文献研究、比较分析等方法,对绵阳市某县级乡镇政府公共管理水平现状进行了详细的分析,总结发现相关问题，提出了相应的对策建议。关键词：乡镇政府;公共管理;研究AbstractWiththeconstructionofthesocialistmarketeconomyandthedeepeningoftheesta
