2、incialEnvironmentalProtectionBureau，Kunming，Yunnan)Abstract：ThispaperintroducesthedevelopmentprocessofStrategicEnvironmentalAssessment(SEA)fromhomeandabroad,andelaboratesthedefinitionandresearchapproachforSEA．WiththerapidhydropowerdevelopmentinYunnanProvince，theenv

3、ironmentalimpactassessments(ETA)forhydropowerdevelopmentplansinseveralwatershedshavebeencarriedoutintherecentyears．FollowingtheexperiencesandlessonslearnedfromtheEIAsonhydropowerdevelopmentplansinYunnan，somekeyissuesintheenvironmentalimpactassessmentforthesimilarpl

4、anshasbeenproposed,includingacorrectcommandoftheEIApoliciesandthecoordinationbetweengovernmentlineagencies，whichfocusesontheaccumulativeenvironmentalimpactbyhydropowerdevelopment，theeffectiveprotectionfortheaquaticcsp．fishes，theminimumecologicalwaterflowintherivers

7、middleof1970s，someEuropeancountrieshaveexpandedtheapplicationofEIAfromprojectleveltothepolicyandplanninglevel(Steenhofeta1．，2007)．Sincethesustainabledevelopmentstrategyappearedattheendof1980s，theStrategicEnvironmentalAssessment(SEA)hasbeenacceptedbroadlyintheworldb

8、ecauseoftheattributeofmoremacro-perspective．Forexample，Hollandestablisheditslegalinstitutionofstrategicenvironmentalassessmentin1987，demandingtha
