1、TermsofReferenceForBaselineVerificationonStageIIHCFCPhase-outProjectinPUFoamSectorinChinaRef.No.CS-1A.Background1.Atthe19thMeetingofthePartiestotheMontrealProtocolonSeptember17-21,2007,thePartiesagreedtoadjusttheircommitmentsrelatedtothephase-outofHCFCs.China,asanArticle5country,shouldfreezepr
2、oductionandconsumptionofHCFCsin2013andreduceHCFCsproductionandconsumptionby10%in2015,by35%in2020,by67.5%in2025withthecompletephase-outin2030,whileallowingforservicinganannualaverageof2.5percentduringtheperiod2030to2040.2.TheStageISectorPlanofHCFC-141binthePUfoamsectorinChinawasapprovedonthe64n
3、dEx.Com.meetingin2011.ItaimedtocompletelyphaseoutHCFC-141bconsumptioninthethreetargetedsub-sectors:(i)refrigeratorsandfreezers;(ii)reefercontainers;and(iii)smallhouseholdappliances.Atpresent,57conversionprojectsand6systemhouseprojectswerefinancedbytheStageIPUFoamSectorPlan.The57conversionproje
4、cts,whencompleted,willhaveeliminatedHCFC-141bdemandof12,969MToutofthetargetedphase-outof14,685MT.Theremainingphase-outwillbeachievedthroughtheHCFC-141bbaninthethreetargetedsub-sectors,thebanwaspromulgatedbyMinistryofEcologicalEnvironment(MEE)onOct.18,2018.3.TheStageIISectorPlanforphase-outofHC
5、FC-141binthePUfoamsectorinChinawasfinalizedinJanuary2016bythejointeffortofFECO/MEEandWorldBank,andwasapprovedonthe77ndEx.Comwiththetotalfundingof $141,471,210.TakingintoaccountthelargeremainingquantityofHCFC-141btobephasedoutinthesectorof40,451MTandthereadinessofthevariousremainingsub-sectorsf
6、orconversioninrelationtoviabletechnologies,Chinaproposes30%reductionin2018,50%reductionin2020,and80%reductionin2023.ObligatoryHCFCphase-outinthesprayfoamwillbepushedbacktotheendoftheStageIIsectorplan.3,000MTofHCFC-141bwillbeproducedin2025fortheuseofthesprayfoaminthatyear,ifneeded.Asof1January2
