1、TermsofReferenceforResearchonthebanofuseHCFC-141basblowingagentinpipeinsulationsub-sectorunderPUFoamSectorA.Background1.TheSectorPlanforPhaseoutofHCFC-141binthePUFoamSectorinChina(phaseI)wasapprovedinNovember2016.Accordingtothesectorplan,pipeinsulationsub-sectoristargetedas
2、aprioritizedsub-sectortophaseoutHCFC-141bin2020.2.Asproposedinthefoamsectorplan,abanontheuseofHCFC-141basablowingagentinthepipeinsulationsub-sector(hereinafterasban)willbeissuedinordertoachievetimelycompliancewiththeMontrealProtocolandsustainablephase-outofHCFC-141binChina.
3、Itisessentialtoresearchthetechnicalfeasibility,economicandenvironmentalimpactsforissuingtheban,andcollecttheopinionsfromthecompanies,industrialassociationsandrelevantstakeholders.Thisstudyshouldalsoidentifymeasurestominimizeormitigatenegativeimpactsthatmayimposeontheindustr
4、ybytheban.B.Objectives3.Theobjectivesofthisassignmentareto:1)collecttheHCFC-141bconsumptioninformationandODS-freealternativetechnologyapplicationsofthepipeinsulationsub-sectorthroughquestionnairesandon-sitevisitstofoamcompaniesandsystemhouses;2)provideevaluationandassessmen
5、toftheimpactofissuingbansontheuseofHCFC-141binthissub-sectorandproposerecommendationstoavoidormitigatepotentialnegativeimpacts;and3)proposedraftlegaltextsfortheban.C.WorkScope4.CollectinformationonthestatusofthepipeinsulationapplicationinthePUfoamsector,whichincludesthedeve
6、lopmentofthesub-sectorinthepast10years,6HCFC-141bconsumptionstatus,thenumberofpipeinsulationenterprisesanddistributionbysizeofenterprises,andbyprovinceandregionwherecompaniesinthissub-sectorarehighlyconcentrated.1.Designandfinalizethequestionnaireofsurveywhichshouldcoverkey
7、informationofenterprises,suchasestablishmentdate,contactinformation,consumptionofHCFC-141binthepast3years,applicationofalternativesorintendedalternatives,baselineequipmentinformation,andanyobstaclesand/ordifficultiesexperiencedduringconversion.2.Distributeandcollectthequest
