2、7FOREWORDThismanualwaspreparedbyandforthePartnershipforaNewGenerationofVehicles(PNGV)ProgramElectrochemicalEnergyStorageTeam.ItisbasedonthegoalsestablishedforPNGVenergystoragedevelopment,testingdoneforPhasesIandIIofthePNGVenergystorageprogram,andearlier

3、hybridtestproceduresworksponsoredbytheU.S.DepartmentofEnergy,particularlyattheIdahoNationalEngineeringandEnvironmentalLaboratory.ThespecificproceduresweredevelopedprimarilytocharacterizetheperformanceofaparticulardevicerelativetothePNGVrequirements.Howe

4、ver,itisanticipatedthattheseprocedureswillhavesomeutilityforcharacterizinghybridenergystoragedevicebehavioringeneral.Acontinuingneedtoimprovetheseproceduresisexpected.Thisfourthpublishedversionofthemanualcontinuestoemphasizetestingoflaboratorycellsandfu
