3、itisinthepublicschoolsthatwefindthefullexpressionofsociety'sunderstanding—theknowledge,hopes,andfearsthatarepassedontothenextgeneration. Educationinanysocietyisamirrorofthatsociety.Inthatmirrorwecanseethestrengths,theweaknesses,thehopes,theprejudices,and
4、thecentralvaluesofthecultureitself.Thegreatinterestinexceptionalchildrenshowninpubliceducationoverthepastthreedecadesindicatesthestrongfeelinginoursocietythatallcitizens,whatevertheirspecialconditions,deservetheopportunitytofullydeveloptheircapabilities.
5、 "Allmenarecreatedequal."We'vehearditmanytimes,butitstillhasimportantmeaningforeducationinademocraticsociety.Althoughthephrasewasusedbythiscountry'sfounderstodenoteequalitybeforethelaw,ithasalsobeeninterpretedtomeanequalityofopportunity.Thatconceptimplies
