2、实体发展权价值及其增值收益为1．6亿元，这部分资金由国家用于工业园区外适宜开垦的地区开垦耕地和补偿生态用地；(2)农村集体及被征地农民享有实体发展权，并获得50％的实体发展权价值及增值收益和相应的征地补偿共计3．79亿元，平均每人可获得l4．59万元的保障收益，用于保护失地农民的权益和保障其基本生活；(3)承担绿地养护的农业人口将享有虚拟发展权及其补偿价格为0．96亿元，平均每人可获得7．37万元的补偿收益。研究发现农地发展权及其增值收益的细分及量化分配既可以保护农民的权益。保障农民的生活；又有利于国家有效地解决农地非农化中存在
