5、ationshaveimplementedaseriesofcomplicatedandtoughmeasures,orgreenbarrierstrade,againstthedevelopingnations.However,technicalstandardsandquarantinearenotconsideredbarriertotrade.Actually,technicalstandardsandquarantinemoreorlessmirrorthedifferencebetweenvariousnationsintermsoftechnicaldevelop
6、mentandecologicalstandards(especiallybetweenthedevelopednationsandthedevelopingnations).Furthermore,theimportingnationsimplementtheirtechnicalstandardsandquarantinetorestrictimports.Therearetwotypesofbarrierstotrade–tariffsandnon-tariffbarrier(asshownbyTable1).WTOhasheldmulti-summitsoneafter
