4、omingmoreandmoreimportantandhasthusattractedattentionsfromacrosstheworld.TheGreenBarriertoTrade,alsoknownasEnvironmentalBarriertoTrade,entailsecologicalenvironmentprotectionandhumanhealthconsciousnesstogetherwithimportrestrictionagainstforeignnations.Assuch,thedevelopednationshaveimplementedaseries
5、ofcomplicatedandtoughmeasures,orgreenbarrierstrade,againstthedevelopingnations.However,technicalstandardsandquarantinearenotconsideredbarriertotrade.Actually,technicalstandardsandquarantinemoreorlessmirrorthedifferencebetweenvariousnationsintermsoftechnicaldevelopmentandecologicalstandards(especial
6、lybetweenthedevelopednationsandthedevelopingnations).Furthermore,theimportingnationsimplementtheirtechnicalstandardsandquarantinetorestrictimports.Therearetwotypesofbarrierstotrade–tariffsandnon-tariffbarrier(asshownbyTable1).WTOhasheldmulti-summitsoneafteranothersince1990s.Anumberoftradeliberation
