1、SUMMARYSPATIALPLANNINGMEMORANDUM,Roomfordevelopment1.INTRODUCTIONTheSpatialPlanningMemorandumcontainstheGovernment’sviewsonthespatialdevelopmentoftheNetherlandsandthemostimportantobjectivesassociatedwiththatdevelopment.InaccordancewiththeGovernment’sCoalitionAgreement,thememorandumin

2、cludesthespatialcontributionstoastrongeconomy,asafeandliveablesocietyandanattractivecountry.AnoverviewofthemaingoalsthattheNetherlandsaimstoachievehasbeenappendedtothememorandum.Theimplementationagendaforthememorandumoffersinsightintothemostimportantspatialinvestmentsandimplementatio

3、nactivitiesforthepolicy.TheSpatialPlanningMemorandumlaysdownthenationalspatialpolicyuntil2020;thelong-termviewsforthefutureencompasstheperiodfrom2020-2030.TheSpatialPlanningMemorandumandothernationalmemorandaTheSpatialPlanningMemorandumreplacestherelevantnationalmemorandaonspatialpla

4、nningand/orthekeyplanningdecisionsthatwerepartoftheSupplementtotheFourthPolicyDocumentonSpatialPlanning(anditsactualisationintheVinac1)andtheSpatialPlanforGreenSpaces.BesidestheSpatialPlanningMemorandum,afewotherkeyplanningdecisionswillbemade.Forexample,region-specificmemorandawillbe

5、drawnupfortheWaddenzeeandtheareabetweenthemajorrivers:thePKBThirdMemorandumontheWaddenzeeandthePKBRoomfortheRiver.HistoricbackgroundTheGovernmentisissuingtheSpatialPlanningMemorandumastheGovernmentposition(part3)inthePKBNationalSpatialPolicy.Thepolicyplansforthisposition(FifthPolicyD

6、ocumentonSpatialPlanningandSecondSpatialPlanforGreenSpaces/SGR2wereissuedbythesecondGovernmentheadedbyPrimeMinisterKok.DuringtheKok-IIGovernment,workwasalsodoneontheNationalTransportPlan(NationaalVerkeers-enVervoersplan).Allthreeofthesememorandawentthroughtheprocedurerequiredforakeyp

7、lanningdecision(PKB),butnonewasinstitutedduringthetermofthatGovernment.TheSpatialPlanningMemorandumintegratesandcompletesthecurrent(PKB)proceduresoftheFifthMemorandumandSGR2,sothatattentioncannowbefocusedonimplementationofthepolicy.Itisprimarilythemethodofgovernance,the‘how’,thathasc
