2、》颁布实施以来，社区体育公共服务问题已成为国家政府深切关怀和社会广泛关注的民生问题之一，对社区体育公共服务的基本属性进行客观认识和准确定位将有助于其服务体系的建设与完善．基于政府视角，社区体育公共服务应是一个政府科学决策、积极主导、正确引导、相对支持、职能转变和简政放权的公共服务提供过程；基于新公共服务视角，社区体育公共服务既是一项惠及全民的服务，同时又是一项社会基本公共服务，其应具备将公民置于整个服务体系的中心位置和强调为公民服务的属性；基于公众合理期望视角，强调广大公众应以一定地区经济社会发展的实际情况和阶段性特征为
