2、naCARES)intwophasesstartingin2003coveringatotalof127individualgeographicareas.Theareasincludedcounties,citiesanddistricts,butwillbereferredcollectivelyinthisdocumentassites.TheChinaCARESprogramwaslaunchedin28provinces,municipalitiesandautonomousregions(excludingBei
3、jing,TianjingandShanghai)aswellaswithintheProductionandConstructionCorpsofXinjianginChina,coveringmorethan40,000administrativevillages,2,468familiesandatotalpopulationof81.63million.Atotalof53,981hospitalsatalllevelswerealsoincluded.TheoverallgoalofChinaCARESwastoe
4、xploreacomprehensiveHIVcontrolandpreventionmechanismconsistentwithlocalsituationstopreventthefurtherspreadofHIVthroughmothertochildtransmission.Duringthefiveyearsfrom2003to2008,ChinaCARESplayedanexemplaryroleinthenationalHIV/AIDSpreventionandcontrolprogramthroughem
5、phasizingworkpriorities,establishingaworkingnetwork,reinforcingstaffcapacity,streamliningworkprocessesandyearlyindicators,adaptingtolocalconditionsandsufficientlyaccountingforlocalsocial,culturalandeconomicbackgroundsandepidemiologicalcharacteristicstoexplorealocal
6、lyadapted,feasibleandappropriateworkingmechanism.Inaddition,byconsistentlysummarizingexperiencesandlessonslearned,thesuccessfulexperienceofChinaCAREShasexpendedacrossChina.Overthefiveyearsofitspractice,alloftheobjectivessetbyChinaCAREShavebeenachieved,including:1.T
7、hesurveillancesystemhasbeenimproved.HIVscreeninglabshavereached412.2.TheHIVknowledgescoreshaveexceededexpectationsamongseveralpopulations:generalpopulation86.2%ofrespondentsscoredabovexxx(thetargetwassetat75%);women14‐49yearsold85.5%(target85%);maleandfemaleadolesc
