1、道路交通安全法实施条例(英文版)OrderoftheStateCouncilofthePeople'sRepublicofChinaTheRegulationontheImplementationoftheLawofthePeople'sRepublicofChinaonRoadTrafficSafetywasadoptedonApril28,2004atthe49thexecutivemeetingoftheStateCouncil.ItisherebypromulgatedandshallbeimplementedasofMay1,2004.TheRegulationontheIm

2、plementationoftheLawofthePeople'sRepublicofChinaonRoadTrafficSafetyChapterI.GeneralProvisionsArticle1ThepresentRegulationisformulatedinaccordancewiththeLawofthePeople'sRepublicofChinaonRoadTrafficSafety(hereinafterreferredtoastheLRTS).Article2Allvehicledrivers,pedestrians,passengers,roadtraffica

3、ctivity-relatedentitiesandindividualswithintheterritoryofthePeople'sRepublicofChinashallabidebythepresentLaw.Article3Thelocalpeople'sgovernmentsatthecountylevel or aboveshallestablishandperfecttheroadsafetycoordinationmechanism,organizetherelevantdepartmentstoevaluatetheimpactofurbanconstruction

4、projectsonthetraffic,formulateanadministrativeplanningonroadtrafficsafety,determineanadministrativetargetandmakeanimplementationplan.ChapterIIVehiclesandDriversSection1MotorVehiclesArticle4Theregistrationsofmotorvehiclesshallbeclassifiedintoinitialregistration,modificationregistration,transferre

5、gistration,mortgageregistrationandcancellationregistration.Article5Whenapplyingfortheinitialmotorvehicleplate or drivingpermit,anapplicantshallfileanapplicationtothetrafficadministrativedepartmentofthepublicsecurityorganwherethedomicileoftheownerofthemotorvehicleislocated.Whenapplyingfortheiniti

6、almotorvehicleregistration,anapplicantshallhavethemotorvehiclecheckedandshallsubmitthefollowingcertificatesandvouchers:(1)Theidentificationproofoftheownerofthemotorvehicle;(2)Thepurchaseinvoiceandotherproofsoftheprovenanceofthemotorvehicle;(3)Theconformitycertificateissuedwhenthewholemotorvehicl

7、eleavesthefactory or theimportdocumentationoftheimportedmotorvehicle;(4)Theproofofpaymentofvehiclepurchasetax or tax-exemptiondocumentation;(5)Theproofofmandatorymotorvehiclethirdpartyliabilityinsurance;(6)Otherproofsandcert
