2、mplementedasofMay1,2004.TheRegulationontheImplementationoftheLawofthePeople'sRepublicofChinaonRoadTrafficSafetyChapterI.GeneralProvisionsArticle1ThepresentRegulationisformulatedinaccordancewiththeLawofthePeople'sRepublicofChinaonRoadTrafficSafety(herei

3、nafterreferredtoastheLRTS).Article2Allvehicledrivers,pedestrians,passengers,roadtrafficactivity-relatedentitiesandindividualswithintheterritoryofthePeople'sRepublicofChinashallabidebythepresentLaw.Article3Thelocalpeople'sgovernmentsatthecountylevel or 

4、aboveshallestablishandperfecttheroadsafetycoordinationmechanism,organizetherelevantdepartmentstoevaluatetheimpactofurbanconstructionprojectsonthetraffic,formulateanadministrativeplanningonroadtrafficsafety,determineanadministrativetargetandmakeanimplem

5、entationplan.ChapterIIVehiclesandDriversSection1MotorVehiclesArticle4Theregistrationsofmotorvehiclesshallbeclassifiedintoinitialregistration,modificationregistration,transferregistration,mortgageregistrationandcancellationregistration.Article5Whenapply

6、ingfortheinitialmotorvehicleplate or drivingpermit,anapplicantshallfileanapplicationtothetrafficadministrativedepartmentofthepublicsecurityorganwherethedomicileoftheownerofthemotorvehicleislocated.Whenapplyingfortheinitialmotorvehicleregistration,anapp

7、licantshallhavethemotorvehiclecheckedandshallsubmitthefollowingcertificatesandvouchers:(1)Theidentificationproofoftheownerofthemotorvehicle;(2)Thepurchaseinvoiceandotherproofsoftheprovenanceofthemotorvehicle;(3)Theconformitycertificateissuedwhenthewhol

8、emotorvehicleleavesthefactory or theimportdocumentationoftheimportedmotorvehicle;(4)Theproofofpaymentofvehiclepurchasetax or tax-exemptiondocumentation;(5)Theproofofmandatorymotorvehiclethirdpartyliabilityinsurance;(6)Otherproofsandcert
