4、dernSystemofEducationTherevolutionofindustry,politicsandsociallifein19thcenturywitnessedthestartofrealmoderneducation.The1870Foster’sElementaryEducationActbroughtelementaryeducationtoeverychildandSchoolBoardswereestablishedtobuildmoreschoolsnationwide.Intheendthe19th,elementaryeduca

5、tionbecamefree.ModernSystemofEducationEducationAct1944broughtthefreesecondaryeducationtoallchildrenbytheintroductionoftheTripartiteSystem(三部分系统).Under11-plusexaminationstudentsofallsocialclasseswereencouragedtoattendthestated-fundedsecondarygrammar,technicalormodernschools.Thesecond

6、aryschoolspreparedcandidatesforuniversities,andtechnicalormodernschoolstrainedtechniciansandmanualworkers.ModernSystemofEducationThecomprehensiveschoolsanddirectgrantschoolsmettheneedsofthepublicforequalchancesineducationtopreventstudentsfromstreamingintostrandstooearlybyallottingad
