4、vironmentaleffectsafterimplementationofplansandcompletionofconstructionprojects,waysputforthandmeasuresforpreventingormitigatingtheadverseeffectsontheenvironment,andthemethodsandsystemsappliedforfollow-upmonitoring.Article3WhenplanswithinthescopespecifiedinArticle9ofthisLawareformulated,theenv

5、ironmentaleffectsproducedbytheprojectstobeconstructedwithintheterritoryofthePeople'sRepublicofChinaorwithintheseaareasunderthejurisdictionofthePeople'sRepublicofChinashallbeevaluatedinaccordancewiththisLaw.Article4Theenvironmentaleffectsshallbeevaluatedinanobjective,openandimpartialmanner,with

6、anall-roundconsiderationgiventothepossibleeffectsonthevariousenvironmentalfactorsandontheecologicalsystem,whichiscomposedofthefactors,afteraplanisimplementedoraprojectisconstructed,providingascientificbasisfordecision-making.Article5TheStateencouragesrelevantunits,specialistsandthepublictopart
