5、thePeople'sRepublicofChinashallbethecompetentauthoritiesresponsiblefortheunifiedsupervisionandadministrationoftrafficsafetyinthecoastalwaters.ChapterIIInspectionandRegistrationofVesselsArticle4Vesselsandtheirmajorequipmentrelatingtonavigationsafetymusthavevalidtechnicalcertificatesissued

6、byvesselinspectiondepartments.Article5Avesselmusthaveacertificateshowingitsnationality,avesselregistrycertificateoravessellicense.ChapterIIIPersonnelonVesselsandInstallationsArticle6Vesselsshallbemannedwithqualifiedcrewmembersaccordingtoastandardquotatoensurethevessels'safety.Article7The

7、captain,chiefengineer,pilot,engineers,radioandtelephoneoperatorsandsimilarpersonnelonboardseaplanesorsubmersiblesmustholdvalidjobcertificates.Allothercrewmembersmustundergospecializedtechnicaltrainingrequiredfortheirwork.Article8Inaccordancewithstateprovisions,allinstalla
