1、AbstractIn2009,theUSCongresspassedthe"CleanEnergyAct",andannouncedthatitwouldimposecarbontariffsin2020.Thisactionlettherestoftheworldtostartthinkingabouteffect.Asweknow,TheEUhasbeenactiveasaregionalorganizationinthefieldofenvironmenthasalsoreceivedtheattentionofot
2、hercountries.WesuspectthattheEUwillfollowtheUnitedStates,putoffcarbontariffpolicy.AlthoughtheEuropeanUniondidn’tputforwardcarbontariff,in2005,EuropeanUnionestablishestheinternalcarbonemissionstradingsystem.TheaviationcarbontaxeventstoletpeopletothinkingabouttheEU'
3、sexternalcarbontariffswillbecometrue.Carbontariffisaimedprimarilyatthosewhoarenotinvolvedinenergyconservationindevelopingcountries.Forexample,developingcountrieslikeChina,modernindustrystartedrelativelylate,andrelyoncoalenergytorealizemodernizationconstruction.The
4、reforecarbonemissionsareoneofseveralcountriesintheworld.Someofdevelopingcountrieshavehighcarbonemissionintheirexportproducts,soiftheEUimposecarbontariff,thedevelopingwillbethetargetcountry.ThisarticleisbasedonaformalbackgroundandthroughGTAP8.0softwaretoanalysisthe
5、effecttochinaundercarbontariff.Inthispaper,throughtheanalysisoftheEU'scarbonemissionstradingsystemandcurrentcarbontaxsituationofEuropeancountries,theEUwillputforwardcarbontariffsbasedoncarbonemissionstradingsystem.Inaddition,thepaperalsoanalysisthetraderelationshi
6、pbetweenChinaandEUthrough,wefoundmostofourexportgoodsareembodyingcarbon.UsingGTAP8.0todividethe57sectorsinto17sectorsincludingthemostpopular5sectors.Facingwiththissituation,wemusttakeaction,bothfromthedomesticandinternationalleveltosolvethisproblemInthisregard,the
