1、中国民航大学硕士生论文摘要中国民航总局在2014年2月，发布《促进低成本航空发展的指导意见》，意见指出要为低成本航空的发展营造宽松的环境。目前，我国的低成本航空公司有春秋航空、中联航空、西部航空、九元航空等。尽管我国有以上这些定位于低成本的航空公司，但是，我国低成本航空的市场份额仅有7%，远远低于国际平均水平。要实现我国民航大众化的目标，需要加快推进低成本航空的发展。本文借助波特钻石模型提供的分析框架，对我国低成本航空的竞争力影响因素进行了深入分析，在此基础上提出了相应的政策建议。本文共分为六部分，第一部分主要研究促进我国

2、低成本航空发展政策的背景及意义、国内外有关低成本航空研究的现状以及本论文所采用的研究方法；第二部分是理论研究，对国内外关于钻石模型的相关理论和低成本航空相关理论进行了研究，详细介绍了波特的钻石模型；本文第三部分主要分析国外代表性国家低成本航空的发展现状，在此基础上提出了一些对我国低成本航空发展有益的经验；第四部分主要分析我国在低成本航空发展方面的政策和目前低成本航空在我国的发展现状，基于分析指出我国低成本航空发展中存在的问题；第五部分主要基于波特的钻石模型，分生产要素、需求条件、相关产业与支持产业、企业战略结构和政府行为等
