1、AbstractThefiscalexpendituresforgovernmentaladministrationkeepincreasingsincetheinitiationoftheReformandOpenPolicy.Meanwhile,thedomesticconsumptionratiohasbeendecreasingfromarelativelowlevel.However,astheweakinvestmentandexportareunabletobringagreatpromotiontotheeconomi

2、cdevelopment,thedomesticconsumptionisexpectedtobethekeyaspect.Majorityofpreviousstudiesoftheinfluencesofgovernmentalexpendituresondomesticconsumptionwerefocusedonfiscalaspects,butrareresearcherspayattentiontothestructuralinclinationofpublicgoodssupply.Inthiswork,thestru

3、cturalinclinationofpublicgoodssupplywasquantifiedandindexed,whoseinfluencesonthedomesticconsumptionwasthendiscussed.Theinnermechanismwastheoreticallyanalyzedthatthegovernmentinclinedtoprovideeconomicpublicgoodsratherthanwelfaregoods,aswellasthespecificrealizationroutine

4、oftheinfluences.Thensecond-ordersystemGMMestimationmethod,second-orderdifferenceGMMestimationmethodsandinter-provincialpaneldatafrom1990to2011wereappliedtotestifytheanalysisempirically.Thefollowingresultswereobtained.firstlythestructuralinclinationofpublicgoodssupplyout

5、standinglyrestrainthedomesticconsumptionratio,andtherestraineffectisinpositiverelatedwiththeinclinationlevel.Thesecondisthatexpansionofgovernmentalfiscalexpendituredoesnotcausethesacrificeofdomesticconsumption;insteadithelpsstimulatetheboomingupofthedomesticconsumptionr

6、atioinsomeextent.Thirdly,ourconsumptioncircumstanceexists"ratcheteffect",whichmeansthesteadinessofconsumingandthattheconsumptionlevelwillbehighlypromotedbythepreviousone.Therefore,inordertoimprovetheconsumptionenvironment,itisofgreatimportancetooptimizethepublicgoodssup
