1、AbstractCurrently,ourcountryhasenteredakeyperiodofpayingattentiontothequalityinsteadofspeed,thechoiceofurbanizationpathwillhavelong-termimplicationsforthewholecountryandsocialdevelopment.Howtogetridofempiricismandmode,exploreththeuniqueareaoftheconnotationofurbanizationofandthedevelo
2、pmentpath,isthe18partycongress“newurbanization”strategysignificanceissuewhichprocessthepracticedeeply.Ourcountry’surbanizationisaworldwidedifficultproblem,duetotheeffectsofeconomic,demographic,political,legal,cultural,defense,itcan’tbesolvedinashorttime.Therefore,thegovernmentshouldf
3、ormulatethesuitablefiscalpolicyduringtheprocessofurbanization,thefiscalpolicyshouldactanveryimportantroleduringtheprocessofurbanization,throughtheadjustmentoffiscalexpenditurestructuretoregulatetherelatedbehavioroftheprocessofurbanization,andguidetheurbanizationinthedirectionofgoodfi
4、tness.AlthoughInnerMongoliahasmadescoresofurbanization,buttherearestillmanyshortcomings.ThevariousproblemsandcontradictionsduringtheInnerMongoliaurbanizationisinseparablewiththepastesimpletopursuetheexpansionofcityscale.ThispaperanalysisthepresentsituationandcharacteristicsofInnerMon
5、goliaurbanization,structureaindexsystemofevaluatethequalityoftheInnerMongolianewurbanization,usingfactoranalysismethodtomeasuretheInnerMongolia12unioncity,onthisbasistosummarizethecurrentfiscalpolicyofInnerMongoliaanditsproblems.ThenfocusthefactorsofwhichcaneffectstheInnerMongolianew
6、urbanization,usingthefactoranalysisandregressionanalysismethodtoproceedempiricalresearch,thenrankthe12indexesofwhichcaneffectsthedevelopmentofInnerMongolianewurbanization.Researchresultsshowthat:First,theeconomicdevelopmentdoesn’thaveapromotingeffectofInnerMongoliaurbanization;Second
