2、ndexpertconsultation,weanalyzedintheviewofthedemandandsupplyofdefenseexpendituretofindtheinfluencingfactorsofdefenseexpenditurescaleandtheirrelation.Then,weusedtheISMmodelmethodtoanalysisthehierarchicalstructureamongthesefactorsanddrawtheconclusionthatthedevelopmentstrategyofnationaleco
3、nomy,internationalsecurityenvironment,peripheralsecurityenvironment,inflation,populationscale,populationstructureandarmsracearethemostbasicfactorswhichaffectthedefenseexpenditure.Meanwhile,accordingtothecomplexrelationshipbetweenDEandGDP,thispaperestablishesaDifferentialdynamicmodelandd
4、rawtheconclusionthatDE/GDP=0.02070922wastakenascriticalvalue.Whentherateisoverthecriticalvale,DEwillhindereconomicdevelopment.Onthecontrary,DEwillpromoteeconomicdevelopment.DE=823.937994wastakenascriticalvalue.Whentherateisoverthecriticalvale,GDPwillpromotetheincreaseofDE.Onthecontrary,
5、DEwillhindertheincreaseofDE.ThepointE1(2324.61,198535.84)cankeepalong-termequilibrium.Meanwhile,theproportionofdefenseexpendituretoGDPis1.17%.Thisconclusionmatchesmanyscholars’researchresultsthatthevalueshouldbeintherangeof1%-3%.Andrefutingthe“Chinathreat”thatwesterncountriespreach.Fina
6、lly,Accordingtoharmoniousdevelopmentofdefenseexpenditureandeconomicgrowth,thispaperputsforwardsomesuggestions.Firstly,thegovernmentshouldensuretherapidandstableeconomicdevelopment;keeprationalgrowthofdefenseexpenditure.Secondly,thegovernmentshouldestablishmechanismtosettledisputeanddeal
