4、rams,ontheotherhand,provideassistancetobothindividualsandlocalcommunitieswithstateschoolingandsocialinsurance.U.S.welfareprogramsgrewsignificantlyinthedecadesfollowingWorldWarII,butincreasesinwelfarecostsduringthe1960sand1970sbroughtintoquestiontheextentandqualityofpublicassistance.Intheearly

5、1980stheReaganAdministrationreducedwelfareexpendituresandsuggestedturningresponsibilityforwelfarefundingovertothestates.ThecutsinfederalfundingthattookeffectduringtheReaganAdministrationdidinfacteffectivelyplacetheresponsibilityformaintainingfundinglevelsonthestates—and,insomecases,onthelarge
