3、onthe18thNationalCongressoftheCommunistPartyofChinapointedoutthatcoordinateddevelopmentofthesocialsecuritysysteminurbanandruralareasshouldbepromoted,andweshouldinstituteacomplete,multi-tieredandsustainablesystemforprovidingbasicsocialsecurityforboththe
4、urbanandruralpopulation,withemphasisonmakingthesystemmoreequitableandsustainable,andensuringthesmoothtransferofsocialsecurityaccountsbetweenlocalities.Currently,themedicalsecuritysystempracticedinChina’sruralareasistheNewRuralCooperativeMedicalSystem(N
5、RCMS)supplementedbyothermeanssuchasruralmedicalassistance.However,practicallythegovernment-ledNRCMSalmostequalstothewholeruralmedicalsystemintoday’sChina.Theunbalancedeconomicdevelopmentandsecuritylevelbetweenregions,aswellasthegovernment’sinefficienta
6、dministration,resultintheproblemsofthepracticalruralmedicalsecurity1mode,andmakethemodenottomeettheneedsofsocialdevelopment.Especiallyforthedisadvantagedgroupsinruralareas,theself-chargepartofthemedicalinsuranceincreasestheirburden,whichcausestheunfair
7、anddoesn’treflectthesuperiorityofsocialism.Inthispaper,thepossibilityofthird-partysupplementinruralmedicalsecurityhasbeenprovedwiththetheoriesofpublicmanagementandpublicgoods.Undertheguidanceofthetheoriesofgovernmentandmarketinallocatingresources,thede
8、velopmentstatus,problemsandcausesofthecurrentruralmedicalsecuritymode,aswellasthesuccessfulpracticeoftheNRCMScombinedwithcommercialinsurance,suchasZhanjiangmode,XinxiangmodeandJiangyinmode,wereanalyzed.Andconsideringtheactivityofsocials
