2、estudyofcurriculumdevelopmentprocessesatthreeJapaneseuniversities.Itconsidersthepossibleinfluenceof"TheActionPlantodevelop'JapanesewithEnglishabilities"(MinistryofEducation,2003).reviewsmodelsofcurriculumdevelopmentfromtheoryandcomparesthosetodatacollectedfrominformantsworkingatthethreeinsti

3、tutions.Analysisfocusesonhowtheprocessesundertakenbytheuniversitiesoverthelastfiveyearsshowsimilaritiestothosepredictedbytheory,butalsohighlightshowactivitiesintheinstitutionshavediffered.Resultsindicatethatthenationaluniversityinthestudyundertookcurriculumdevelopmentinthemostsystematicway,o

4、nekeybeingthedevelopmentofauniversity-wideEnglishlanguageeducationpolicy,whichwassupportedbythemajorityofteachersandadministrators.Themunicipaluniversity(onlyonefacultyinthisstudy)hadcarriedoutdevelopmentactivitiesatitsformation(2000),buthadnotcontinuedtheprocesses,particularlyintheareasofne

5、edsandsituationanalysisplusevaluatioruCurriculumdevelopmentprocessesintheprefecturaluniversitywerecenteredaroundanindividualteacher,withlittleinputfromtherestoftheorganization.Themostsignificantinsightsfromthestudyareformulatedintoguidelinesforcurriculumdevelopers・Finally,theActionPlanwasfou
