1、AgreementonRulesofOriginMembers,NotingthatMinisterson20September1986agreedthattheUruguayRoundofMultilateralTradeNegotiationsshallaimto“bringaboutfurtherliberalizationandexpansionofworldtradevustrengthentheroleofGATT”anduincreasetheresponsivenessoftheGATT

2、systemtotheevolvinginternationaleconomicenvironmentn;DesiringtofurthertheobjectivesofGATT1994;Recognizingthatclearandpredictablerulesoforiginandtheirapplicationfacilitatetheflowofinternationaltrade;Desiringtoensurethatrulesoforiginthemselvesdonotcreateun

3、necessaryobstaclestotrade;Desiringtoensurethatrulesoforigindonotnul1ifyorimpairtherightsofMembersunderGATT1994;Recognizingthatitisdesirabletoprovidetransparencyoflaws,regulations,andpracticesregardingrulesoforigin;Desiringtoensurethatrulesoforiginareprep

4、aredandappliedinanimpartial,transparent,predictable,consistentandnelitralmanner;Recognizingtheavailabilityofaconsultationmechanismandproceduresforthespeedy,effectiveandequitableresolutionofdisputesarisingunderthisAgreement;Desiringtoharmonizeandclarifyru

5、lesoforigin;Herebyagreeasfollows:PartI:DefinitionsandCoverageArticle1:RulesofOriginbacktotop1.F()tthepurposesofPartsItoIVofthisi^greement,rulesoforiginshallbedefinedasthoselaws,regulationsandadministrativedeterminationsofgeneralapplicationappliedbyanyMem

6、bertodeterminethecountryoforiginofgoodsprovidedsuchrulesoforiginarenotrelatedtocontTactualorautonomoustraderegimesleadingtothegrantingoftariffpreferencesgoingbeyondtheapplicationofparagraph1ofArticleIofGATT1994.2.Rulesoforiginreferredtoinparagraph1shal1i

7、ncludeal1rulesoforiginusedinnon-preferentia1commercialpolicyinstTuments,suchasintheapplicationof:most-favoured-nationtreatmentunderArticlesI,II,III,XIandXIIIofGATT1994;anti-dumpingandcountervailingdutiesunderArticleVIofGATT1994;safeguardmeasuresunderArti
