2、dbyimprovingefficiencyofproductionandfacilitatingtheconductofinternationaltrade;Desiringthereforetoencouragethedevelopmentofsuchinternationalstandardsandconformityassessmentsystems;Desiringhowevertoensurethattechnicalregulationsandstandards,includingpackaging,m

3、arkingandlabellingrequirements,andproceduresforassessmentofconformitywithtechnicalregulationsandstandardsdonotcreateunnecessaryobstaclestointernationaltrade;Recognizingthatnocountryshouldbepreventedfromtakingmeasuresnecessarytoensurethequalityofitsexports,orfor

4、theprotectionofhuman,animalorplantlifeorhealth,oftheenvironment,orforthepreventionofdeceptivepractices,atthelevelsitconsidersappropriate,subjecttotherequirementthattheyarenotappliedinamannerwhichwouldconstituteameansofarbitraryorunjustifiablediscriminationbetwe

5、encountrieswherethesameconditionsprevailoradisguisedrestrictiononinternationaltrade,andareotherwiseinaccordancewiththeprovisionsofthisAgreement;Recognizingthatnocountryshouldbepreventedfromtakingmeasuresnecessaryfortheprotectionofitsessentialsecurityinterest;Re
