3、mentaryProvisionsChapterIGeneralProvisionsArticle1ThisLawisenactedinaccordancewiththeConstitutionandtheEducationLawwithaviewtoimplementingthestrategyofinvigoratingthecountrythroughscience,technologyandeducation,promotingthesounddevelopmentofprivately-runschools,andsafeguardingthe

4、lawfulrightsandinterestsoftheprivately-runschoolsandtheeducatees.Article2ThisLawshallbeapplicabletoactivitiesconductedbypublicorganizationsorindividuals,otherthanStateorgans,toestablishandrunschoolsandotherinstitutionsofeducationwithnon-governmentalfinancialfunds,whicharegearedto

5、theneedofsociety.IncasestowhichnoprovisionsofthisLawareapplicable,theprovisionsintheEducationLawandotherlawsconcerningeducationshallapply.Article3Privately-runschoolsbelongtopublicwelfareundertakingsandconstituteacomponentpartofthecauseofsocialisteducation.Withregardtoprivately-r

6、unschools,theStateappliestheprinciplesofenthusiasticencouragement,vigoroussupport,correctguidance,andadministrationaccordingtolaw.People'sgovernmentsatalllevelsshallincorporatetheundertakingsoftheprivately-runschoolsintotheirplansofnationaleconomicandsocialdevelopment.Article4Pri

7、vately-runpolicyschoolsshallabidebylawsandregulations,implementtheeducationoftheState,guaranteetheeducationalqualityanddevotetheireffortstothetrainingofvarioustypesofpeopleforthecauseofsocialistdevelopment.Privately-runschoolsshallimplementtheprincipleofseparatingeducationfromrel
