2、ISTORYThe1955AirPollutionControlActwasthefirstU.Sfederallegislationthatpertainedtoairpollution.Thefirstfederallegislationtoactuallypertainto"controlling"airpollutionwastheCleanAirActof1963.The1963actaccomplishedthisbyestablishingafederalprogramwithintheU.S.Pub

3、licHealthServiceandauthorizedresearchintotechniquesformonitoringandcontrollingairpollution.MajoramendmentsAirQualityActof1967CleanAirActExtensionof1970CleanAirActAmendmentsof1977CleanAirActAmendmentsof1990PresidentLyndonB.Johnsonsigningthe1967CleanAirActintheE

4、astRoomoftheWhiteHouse,November21,1967.In1967,theAirQualityActenabledthefederalgovernmenttoincreaseitsactivitiestoinvestigateenforcinginterstateairpollutiontransport,and,forthefirsttime,toperformfar-reachingambientmonitoringstudiesandstationarysourceinspection

5、s.TheCleanAirActof1970(1970CAA)authorizedthedevelopmentofcomprehensivefederalandstateregulationstolimitemissionsfrombothstationary(industrial)sourcesandmobilesources.The1977AmendmentsprimarilyconcernedprovisionsforthePreventionofSignificantDeterioration(PSD)of

6、airqualityinareasattainingtheNationalAmbientAirQualityStandards(NAAQS).AnothersetofmajoramendmentstotheCleanAirActoccurredin1990(1990CAAA).The1990CAAAsubstantiallyincreasedtheauthorityandresponsibilityofthefederalgovernment.Newregulatoryprogramswereauthorizedf

7、orcontrolofaciddeposition(acidrain)andfortheissuanceofstationarysourceoperatingpermits.Enforcementoftheact’sprovisionshavelongbeencontroversialwithsomesectorsoftheautoandutilityindustries.However,accordingtoanApril,2011EPAstudy,thedirectbenefitsfromthe1990Clea
