3、communicationsonaworldwidebasis.TheWorldTelecommunicationStandardizationConference(WTSC),whichmeetseveryfouryears,establishedthetopicsforstudybytheITU-TStudyGroupswhich,intheirturn,produceRecommendationsonthesetopics.ITU-TRecommendationF.180wasrevisedbytheITU-TStudyGroupI(1
4、988-1993)andwasapprovedbytheWTSC(Helsinki,March1-12,1993).___________________NOTES1AsaconsequenceofareformprocesswithintheInternationalTelecommunicationUnion(ITU),theCCITTceasedtoexistasof28February1993.Initsplace,theITUTelecommunicationStandardizationSector(ITU-T)wascreate
5、dasof1March1993.Similarly,inthisreformprocess,theCCIRandtheIFRBhavebeenreplacedbytheRadiocommunicationSector.InordernottodelaypublicationofthisRecommendation,nochangehasbeenmadeinthetexttoreferencescontainingtheacronyms“CCITT,CCIRorIFRB”ortheirassociatedentitiessuchasPlenar
6、yAssembly,Secretariat,etc.FutureeditionsofthisRecommendationwillcontaintheproperterminologyrelatedtothenewITUstructure.2InthisRecommendation,theexpression“Administration”isusedforconcisenesstoindicatebothatelecommunicationadministrationandarecognizedoperatingagency.ITU1993
