3、ommunicationStandardizationConference(WTSC),whichmeetseveryfouryears,establishesthetopicsforstudybytheITU-TStudyGroupswhich,intheirturn,produceRecommendationsonthesetopics.TheapprovalofRecommendationsbytheMembersoftheITU-TiscoveredbytheprocedurelaiddowninWTSCResolutionNo.1(Helsinki,Marc
