2、步健全，参谋作用的问题才逐渐引起了重视。十几年来，秘书部门参谋作用的实践，也大大提高了秘书部门的地位，推动了秘书工作的发展，并促进了具有中国特色的秘书学建设。但在如何认识与对待秘书参谋作用的问题上，始终还存在着一些问题，需进一步解决。主要是两种：一是否定秘书的参谋作用。二是夸大秘书参谋作用，把秘书部门的参谋作用等同于“智囊团”、“思想库”。这两种认识都不正确。其根源,是把助手与参谋对立了起来。其实，参谋和助手并不矛盾,秘书部门可以寓参谋作用于日常工作之中，也能够广泛联系各种专家，充分发挥智谋性的参谋作用。关键词：参谋作用领导秘书部门发挥职能活动特点与作用Secretary
