2、ers,insteadofbeingabletoworkfortheirhonestlivelihood,areforcedtoemployalltheirtimeinstrollingtobegsustenancefortheirhelplessinfants:whoastheygrowupeitherturnthievesforwantofwork,orleavetheirdearnativecountrytofightforthePretenderinSpain,orsellthemselvestotheBarb
3、adoes.Ithinkitisagreedbyallpartiesthatthisprodigiousnumberofchildreninthearms,oronthebacks,orattheheelsoftheirmothers,andfrequentlyoftheirfathers,isinthepresentdeplorablestateofthekingdomaverygreatadditionalgrievance;and,therefore,whoevercouldfindoutafair,cheap,
4、andeasymethodofmakingthesechildrensound,usefulmembersofthecommonwealth,woulddeservesowellofthepublicastohavehisstatuesetupforapreserverofthenation.Butmyintentionisveryfarfrombeingconfinedtoprovideonlyforthechildrenofprofessedbeggars;itisofamuchgreaterextent,ands
