1、第14卷第2期水土保持研究Vol.14No.22007年4月ResearchofSoilandWaterConservationApr.,2007*甘肃省生态环境建设与水资源合理配置研究12311邸利,窦学成,成自勇,王蕙,白云祥(1.甘肃农业大学林学院;2.甘肃农业大学农学院;3.甘肃农业大学工学院,兰州730070)摘要:地处西北内陆的半干旱与干旱气候区的甘肃省,降水资源少且分布不均,水资源的配置必须在保证生态环境建设必要用水和社会经济合理用水的同时,大力节约并逐步压缩农田灌溉用水。外流河流域的降水首先为当地的植被耗用,剩余的才形成可供开发的地表径流和地下水;水资源
2、配置的顺序是:当地植被耗水,当地社会经济用水,最后形成干支流出境的径流供中下游地区使用。内陆河流域首先满足居民生活用水和生态用水,再满足工业用水,最后供给农业;同时,内陆河流域用水量的最高开发利用率应不超过70%,并确保生态环境的耗水不低于水资源总量的50%。关键词:生态环境;水资源;甘肃省中图分类号:X171.1文献标识码:A文章编号:10053409(2007)02017603WaterResourcesAllocationinGansuProvinceBetweenEcologicalEnvironmentMaintenanceandEconomi

5、ingsustainabilityofagriculturaldevelopment.Separatelyspeaking,foroutwardriversinGansu(eithertotheYellowRiverortotheYangtzeRiver),theallocablewaterresourcesaremainlytheriverrunoffandgroundwater,theprioritysequenceofwaterresourcesallocationwouldbe:thewateruseformaintenanceoflocalplantationinc
6、ludingtheenvironmentorientedandirrigatedones,wateruseforsocialandeconomicactivities,andtherunofftolowerreaches.Asforinwardriversareas(mainlylimitedinHexiCorridor),studiesandexperiencesuggestthattheextremeutilizationrateofriverwatershouldnothigherthan70%andtheecologicalenvironmentorientedwate
