5、etechnicalbarriersas“internationallydivergentregulationsandstandardsgoverningthesaleofproductsinnationalmarketswhichhaveastheirprimafacieobjectivethecorrectionofmarketinefficienciesstemmingfromexternalitiesassociatedwiththeproduction,distribution,andconsumptionoftheseproducts.”Thisdefin
6、itionincludesstandardsofidentity,measure,andquality,andSPS,globalcommons,andpackagingmeasures.It,however,excludesincentivemeasuressuchassubsidiesandtaxes(Roberts&DeRemer,1997).Inadditiontothetechnicalregulations,RobertsandDeRemerstressthatdemonstratingconformitytoaforeignregulationcanbe
