2、ngofthecompetitivenessoftheUK’sregionsandlocalities.TheUKCompetitivenessIndexhasbeendesignedasanintegratedmeasureofcompetitivenessfocusingonboththedevelopmentandsustainabilityofbusinessesandtheeconomicwelfareofindividuals.Inthisrespect,weconsidercompetitivenesstoconsistofth

3、ecapabilityofaneconomytoattractandmaintainfirmswithstableorrisingmarketsharesinanactivity,whilemaintainingstableorincreasingstandardsoflivingforthosewhoparticipateinit.Thismakesclearthatcompetitivenessisnotazero-sumgame,anddoesnotrelyontheshiftingofafiniteamountofresourcesf

4、romoneplacetoanother.Competitivenessinvolvestheupgradingandeconomicdevelopmentofallplacestogether,ratherthantheimprovementofoneplaceattheexpenseofanother.However,competitivenessdoesinvolvebalancingthedifferenttypesofadvantagesthatoneplacemayholdoveranother,i.e.therangeofdif

5、feringstrengthsthatthesocio-economicenvironmentaffordstoaparticularplacecomparedtoelsewhere.SincetheUKCompetitivenessIndexwasfirstintroduced,thenumberofindicatorsandvariablesconstitutingtheRegionalandLocalUKCompetitivenessIndiceshasexpanded.However,thefundamentalmethodology

6、underlyingthemhasremainedthesame.Inthisreport,wepublishindicesfor2010(incorporatingthemostup-to-datedataavailable),aswellasthosepresentedinthe2008report(wherecomparable)asameansofcomparisonandexaminingtheUK’schangingcompetitivenesslandscape.Inthiselectionyear,comparisonsare

7、alsomadewiththe231997versionoftheUKCompetitivenessIndex.Duetospaceconstraintsithasprovedimpossibletolistinfullalltheregionalandlocalindicatorspreparedwithinthereport.Therefore,aspreadsheetofthecompletedatasetsisavailableinconjunctionwiththisreportforthoseinterestedinobtaini
