2、ticalanalysts,however,havefocusedonsuchsubjectsasmonetaryandindustrialpolicies;socialinsuranceandantipovertyprograms;theclashofinterestgroups,classes,andethnicgroups;andvoters’calculationsoftheirrelativeadvantagesastaxpayersandasrecipientsofpublicbenefits.Theabortionquesti
3、onisawkwardforpluralists,studentsofelectoralbehavior,neo-Marxists,andrationalchoicetheoristsalike,andtheyhavealltendedtoignoreit.Thepoliticsofabortioncastslightonaspectsofthemodemwelfarestatethatareusuallydownplayedintheeconomistictheoriesofcontemporarysocialscience.Theabo
4、rtionissueremindsusthatwelfarestatesnotonlydistributebenefitsandservices,theyalsomakezero-sumregulatorydecisionsaboutwhichpeoplemayhaveabsoluteandutterlycontradictoryvalues.Similarly,theabortionissuedramatizesthepoint-wellunderstoodbyfeministscholars,butlesssobyothers-that
5、welfarestatesdealwithsubjectsotherthaneconomicgrowthandemployment,classrelationsandlaborcontrol,andinsecuritiesduetothevagariesofmarketsandthelifecycle.Theinterventions-andabstentions-ofwelfarestatesalsoinvolvegenderidentities,familyrelations,andsexualbehavior.Questionsoff
