4、ations.TheITUTelecommunicationStandardizationSector(ITU-T)isapermanentorganofITU.ITU-Tisresponsibleforstudyingtechnical,operatingandtariffquestionsandissuingRecommendationsonthemwithaviewtostandardizingtelecommunicationsonaworldwidebasis.TheWorldTelecommunicationStandardizationAsse

5、mbly(WTSA),whichmeetseveryfouryears,establishesthetopicsforstudybytheITU-Tstudygroupswhich,inturn,produceRecommendationsonthesetopics.TheapprovalofITU-TRecommendationsiscoveredbytheprocedurelaiddowninWTSAResolution1.InsomeareasofinformationtechnologywhichfallwithinITU-T'spurview,th

6、enecessarystandardsarepreparedonacollaborativebasiswithISOandIEC.NOTEInthisRecommendation,theexpression"Administration"isusedforconcisenesstoindicatebothatelecommunicationadministrationandarecognizedoperatingagency.CompliancewiththisRecommendationisvoluntary.However,theRecommendati
