5、tionSector(ITU-T)isapermanentorganofITU.ITU-Tisresponsibleforstudyingtechnical,operatingandtariffquestionsandissuingRecommendationsonthemwithaviewtostandardizingtelecommunicationsonaworldwidebasis.TheWorldTelecommunicationStandardizationAssembly(WTSA),wh

6、ichmeetseveryfouryears,establishesthetopicsforstudybytheITU-Tstudygroupswhich,inturn,produceRecommendationsonthesetopics.TheapprovalofITU-TRecommendationsiscoveredbytheprocedurelaiddowninWTSAResolution1.InsomeareasofinformationtechnologywhichfallwithinIT

7、U-T'spurview,thenecessarystandardsarepreparedonacollaborativebasiswithISOandIEC.NOTEInthisRecommendation,theexpression"Administration"isusedforconcisenesstoindicatebothatelecommunicationadministrationandarecognizedoperatingagency.CompliancewiththisRecomm
