1、925-1IMOISPSCodeϟಏȐ΢ȑHण࢙⛂>ٰೕݤྍRegulation在11/September/2001之911悲劇發生後，國際海事組織在第22次大會，全體一致的同意發展有關船舶及港口設施新的保全措施。此一強制性規則已於12/Dec/2002完成立法，定於01/Jul/2004生效。新的反恐章程將併入SOLAS第XI章（加強海上安全之特別措施Specialmeasurestoenhancemaritimesafety）內，並將SOLAS第XI章擴編為第XI-1章及第XI-2章，反恐章程（ISPSCode）及其指導方針（Guidance）即包括於第XI-2章之Par

2、tA及PartB。除此之外，SOLAS第5章第19條，有關船舶自動識別系統（AutomaticIdentificationSystem,AIS）之安裝期限將予以提前，以配合ISPSCode的實施。Followingthetragiceventsof11thSeptember2001,theInternationalMaritimeOrganization’stwenty-secondAssemblyunanimouslyagreedtothedevelopmentofnewmeasuresrelatingtoshipandportsecurity,thecodehadbeen

3、adoptedbyMSC77andwillenterintoforceby01/July/2004.ThenewISPSCodewillbeaddedtoSOLASChapterXI（Specialmeasurestoenhancemaritimesafety）,andtheSOLASChapterXIwillbeextendedtoChapterXI-1andChapterXI-2,theISPSCodeandhisguidancewillbelongtopartAandpartBofChapterXI-2.Additional,theinstallationdateofA
