7、eaffairsconstruction.自二十世纪七十年代，美国休斯敦警察局在反思以快速反应为主要特征的现代警务基础上率先提出“回归社区警务”之后，立即引起英国、口本、徳国、澳大利亚等西方发达国家的高度关注，并逐渐成为当今世界警务改革的主流，被称之为第四次警务革命从二十世纪七、八十年代美英等国兴起社区警务的背景来看，当时他们主要采用快速反应型的警务模式，通过不断提高警察装备的现代化水平，扩充警力，强化巡逻力量，来提高快速反应和快速打击的能力。但是，这种警务模式并没有收到预期的效杲，并带來••系列弊端：j是警察装备的现代化，造成了警察脫离公众的现象曰
