1、政府采购是政府财政资金支出的一个重耍部分，是调节整个宏观经济运行，协调经济结构的关键因素。与普通采购和比，政府采购具有计划性、公开性、规模性、政策性及采购资金主耍为政府性资金为特点，他不但是各级国家机关、事业单位和团体组织使用财政性资金进行采购的基础，更是用以监督各个采购人使用资金情况、资金使用是否合理的对照“蓝本”。实施政府采购制度，是社会主义市场经济的必然要求，是经济可持续发展的合适调节剂。但是在改革开放以及当両的国际形势下，政府采购在发展的同时也面临着一定的挑战，这不仅会影响到宏观经济的运行效率，而H还会阻碍科学发展观的贯彻执行。近年来，
2、政府采购制度作为深化财政支出管理改革，建立公共财政体制的一项重要举措，无论是在制度建设，还是在规模和范围的拓展等方面，都取得了长足发展。但是，在采购实践屮仍然存在许多不容忽视的问题，需要认真思考，切实加以解决。关键词：政府采购；现状；问题；对策AbstractGovernmentprocurementisanimportantpartofthegovernmentfiscalexpenditure,regulatingtheoperationofmacroeconomy,thekeyfactorofthecoordinationoftheeco

5、entinternationalsituation,thegovernmentprocurementisalsofacingsomechallengesindevelopmentatthesametime,itwillnotonlyaffecttheefficiencyofthemacroeconomy,butalsohindertheScientificOutlookonDevelopmentimplementation.Inrecentyears,thegovernmentprocurementsystemasareformoffiscal
6、expendituremanagementreform,animportantmeasurefortheestablishmentofpublicfinancesystem,bothintheconstructionofthesystem,orinthesizeandscopeoftheexpansionandsoon,havemadeprogress.However,therearestillmanyproblemscannotbeignoredintheprocurementpractice,needtoseriouslyconsider,
