3、ctorsbyindexsystem,whichresultsincomprehensivelygrasptheirbasicsituation>MorescientificonewillbeestablishedbyutilizingDelphimethod,basedonanalyzingtherelativeachievementsofthescholarsbothabroadanddomesticandsummarizingthem.Itwillbeclassifiedandelaborated,tryingtobeobjectiveandreasonable.It
4、embraces3first-gradeindexes—informationcontent,organizationandutilization,14second-gradeindexesand33third-gradeindexes.Fuzzycomprehensiveevaluationisonenewlyemergingandwidelyadoptingassessingmethodsinrecentyears.Fuzzycomplementarymatrixwillbesetupbyexplainingthetheoryoffuzzyhierarchyanalys
