3、nginlossofpowertoessentiallyalloftheisland's3.4millionresidents.Inaddition,thestormdamagedordestroyedthemajorityoftheisland’scellularcommunicationnetworks.Theelectricalpowerandcellserviceoutageslastedformonthsacrossmuchoftheisland,andlongerinsomelocations.Wid
4、espreadfloodingblockedanddamagedmanyhighwaysandroadsacrosstheisland,makingitnearlyimpossibleforemergencyservicesgroundvehiclestoplanandnavigatetheirroutes.ThefullextentofthedamageinPuertoRicoremainedunclearforsometime;dozensofareaswereisolatedandwithoutcommun
5、ication.Demandsformedicalsupplies,lifesavingequipment,andtreatmentstrainedhealth-careclinics,hospitalemergencyrooms,andnon-governmentalorganizations’(NGOs)reliefoperations.Demandformedicalcarecontinuedtosurgeforsometimeasthechronicallyillturnedtohospitalsandt
6、emporarysheltersforcare.Problem:Non-governmentalorganizations(NGOs)areoftenchallengedtoprovideadequateandtimelyresponseduringorafternaturaldisasters,suchasthehurricanethatstrucktheUnitedStatesterritoryofPuertoRicoin2017.OneNGOinparticular–HELP,Inc.-isattempti
