1、河北经贸大学毕业论文农村公共产品供给问题及对策专业名称：农村区域发展班级：200301学生姓名：刘卫岩指导教师：韩素卿完成时间：2007年6月摘要我国的农业发展述很落后，农业述是弱质产业。农村生产又是以承包农户为单位，而这种分散劳动的组织形式决定了农业、农村、农民对政府提供的农村公共产品冇着很大的依赖性。随着农村经济市场化程度的提高，这种依赖性将越来越大，如水利建设，电网改造、交通设施、农业科技、生态环境、农村教育等农业生产的外部条件,这些条件的优劣，就直接影响农业生产以及农民的收入水平。目前我国农村公共产胡供给又存在着总量不足
2、、结构失调、政府主导性和强制性等特征，农民从事农业生产缺乏政府和社会提供的冇效公共服务，已明显导致农民的收入壇长缓慢、购买力萎缩、广大农民消费需求不足、农村经济发展受阻、城乡差距继续扩大。针对这种情况，作者提岀解决农村公共产品供给不足问题的儿项基本对策，BP：建立和完善公共产品需求表达机制、实行公共产品供给主体多元化、明确中央与地方政府提供农村公共产品的职责、建立农村公共产品供给的法律法规、建立城乡一体化的公共产品供给体系，以期实现増加农村公共产品的供给、解决农民増收问题。关键词农村公共产品；结构失调；农民增收AbstractT
