2、经济社会发展、长系列水文观测、供-用-耗-排水等数据资料，采用径流还原、湖泊径流与洪水调节模拟等方法，经多方案比较确定滇池外海的正常高水位提高至1887.50m，汛期限制水位提高至1887.20m，在滇池泄洪通道和预报调度系统未达到设计标准前，汛期限制水位可降至1886.70m运行;将外海自正常高水位以下依次划分为生态供(用)水区、工农业供水区、死水位区。研究结果表明，滇池从过去的调蓄供水水源转变成需进行生态修复补水的用水对象，将促使昆明城市及环湖周边高耗水行业转移到下游的海口—安宁地区，减少滇池水资源的一次性消耗量，削减入湖污染物，形成以水定发展的局面，从而实现工业布局的战略性调整。关键词
