2、theInternetisbasedonthenotionofTCP-friendliness.TobeTCP-friendly,asourcemustbehaveinsuchawayastoachieveabandwidththatissimilartothebandwidthobtainedbyaTCPflowthatwouldobservethesameRoundTripTime(RTT)andthesamelossrate.However,withthesuccessoftheInternetcomesthedep
3、loymentofanincreasingnumberofapplicationsthatdonotuseTCPasatransportprotocol.TheseapplicationscanoftenimprovetheirownperformancebynotbeingTCP-friendly,whichseverelypenalizesTCPflows.TodesignnewapplicationstobeTCP-friendlyisoftenadifficulttask.TheideaoftheFairQueuei
4、ng(FQ)paradigmasameanstoimprovecongestioncontrolwasfirstintroducedbyKeshav.WhileKeshavmadeafundamentalsteptowardanewparadigmforthedesignofcongestioncontrolprotocols,hedidnotformalizehisresultssothathisfindingscouldbeextendedforthedesignofnewcongestioncontrolprotoco
5、ls.WemakethisstepandformallydefinetheFQparadigmasaparadigmforthedesignofnewend-to-endcongestioncontrolprotocols.ThisparadigmreliesonFQschedulingwithper-flowschedulingandlongestqueuedropbuffermanagementineachrouter.Weassumeonlyselfishandnon-collaborativeendusers.Ourm
6、aincontributionistheformalstatementofthecongestioncontrolproblemasawhole,whichenablesustodemonstratethevalidityoftheFQparadigm.WealsodemonstratethattheFQparadigmdoesnotadverselyimpactthethroughputofTCPflowsandweexplainhowtoapplytheFQparadigmforthedesignofnewconges
